Medical Benefits

Our company provides an annual medical entitlement to all confirmed employee for each calendar year. May I know what is the right way of calculating Employee’s medical entitlement for the calendar year? Should it be based on expenses incurred date or reimbursement date to the employee?
First, Employment Act states that the Employee shall be eligible for Medical Leave if they have served employment for at least 3 months, it is not right to have the state that the eligibility apply to confirmed employee.
For the expenses claim for the calendar year, it shall be based on the date of Medical Certificate submission and not the reimbursement date. Always remember the rationale of Medical Leave is provided to the employee is to rest at home for the day, and for medical claim, it shall be based on the issuance date of the certificate/receipt.
