Allowance Not For Leave Encashment

Should I include the transport allowance when using gross rate of pay to calculate the payment for unused annual leave?

For annual leave encashment, all types of allowances (transport, mobile, shift allowance and etc) shall not be included for the calculation. The amount shall only include the basic salary and monthly variable component (if any)
